Substantiation is an important component of the professional recognition procedure for international healthcare professionals. It serves as proof to the recognition authority that there is an intention to work professionally in the respective federal state. Without this proof the recognition decision cannot be issued in many federal states.

Purpose and content

The recognition authorities of the federal states are obligated to examine whether an actual connection to the respective federal state exists before they conduct the recognition procedure. Substantiation shows the authorities that a concrete professional intention exists and employment in the chosen federal state is planned. Proof of substantiation is among the required documents and must already be submitted with the application together with all other documents. Requirements and accepted types of proof can differ between federal states – verification of specific requirements on the website of the competent recognition authority is therefore necessary.

Types of proof

To provide substantiation in the professional recognition application, various options are available depending on the federal state. The choice depends on individual circumstances and current place of residence.

Option 1: Proof through employer

A direct connection to a potential employer in the federal state is considered strong proof of professional intentions:

• Job offer: After a successful job interview, an offer for a job position or clinical observation can be made. Even a conditional offer that is tied to obtaining professional recognition is accepted by many recognition authorities.
• Employment contract: A signed employment contract with an employer in the respective federal state is recognized by all recognition authorities as substantiation. The contract can also be temporary or contain the condition that the activity can only be commenced after receiving the temporary professional license of full professional license.

Option 2: Proof through residence registration

• Registration certificate: Those who already live in Germany and are registered in the chosen federal state can apply for a registration certificate at the competent resident registration office. This certificate is recognized in many federal states as proof of substantiation. This option is only suitable for professionals who already reside in Germany before application submission.

Option 3: Proof through course registrations

• Registration confirmation for qualification measures: Binding registration for preparation courses for the professional language exam or knowledge exam in the respective federal state is accepted by some recognition authorities as substantiation. Registration for advanced or subject-specific German courses at language institutes in the federal state can also serve as proof – this applies particularly to professionals who are still outside Germany. It is important that the course takes place in person in the chosen federal state and is conducted at a recognized institute. If the institute is located in a different federal state, this should be explained in a cover letter.

Option 4: Official consultation certificates

• Consultation certificate IQ Network Baden-Württemberg: In Baden-Württemberg, international professionals can arrange a consultation appointment at the regional consultation offices of the state networks "Integration through Qualification." The consultation certificate issued after the appointment is accepted by the recognition authority in Baden-Württemberg as substantiation.
• Place of issue from ZSBA: The Central Service Point for Professional Recognition (ZSBA) of the Federal Employment Agency issues an official place of issue after consultation. This proof is accepted by most recognition authorities and is particularly suitable for international professionals who are still abroad.

Additional options for proof

Depending on the respective federal state, other proofs for substantiation can also be provided. However, this should be verified in advance with the competent recognition authority:

• School enrollment or kindergarten registration of children in the respective federal state
• Certificate of volunteer, cultural, or social activities in the region
• Proof that close family members (e.g., spouse or first-degree relatives) live in the federal state

The statement of intended place of recognition from ZSBA

The statement of intended place of recognition is an official document issued by the Central Service Point for Professional Recognition (ZSBA) that confirms the connection to the chosen federal state. The statement of intended place of recognition offers several advantages: It is available free of charge, can be applied for from abroad, issuance typically does not take long, and it is accepted by most recognition authorities in Germany. Especially for international professionals who do not yet have contact with employers in Germany, the place of issue represents a simple and straightforward possibility to provide substantiation.

The Central Service Point for Professional Recognition (ZSBA)

The ZSBA is a consultation office of the Federal Employment Agency based in Bonn. It supports international professionals throughout the entire recognition procedure through consultation, helps with compiling required documents, and accompaniment in the process. The ZSBA registers international healthcare professionals who plan to work in a specific federal state and issues the statement of intended place of recognition as official proof of substantiation. Communication with the ZSBA can generally also take place in English.

Process of applying for the statement of intended place of recognition

1. Submit recognition application to the recognition authority: When applying for professional recognition, the evidence of intent does not yet need to be available.

2. Receive confirmation of receipt: The recognition authority confirms receipt of the application. Often, the statement of intended place of recognition is also mentioned as a missing document in the acknowledgment of receipt.

3. Contact ZSBA: An email is sent to ZSBA (recognition@arbeitsagentur.de) requesting registration and issuance of the location confirmation. The acknowledgment of receipt from the recognition authority should be attached.

4. Complete registration form: ZSBA sends a registration form by email that must be completed for the consultation.

5. Submit documents: The following documents should be sent by email to ZSBA: certified and translated copy of the foreign degree certificate, completed registration form, current curriculum vitae.

6. Consultation meeting (optional): Occasionally, ZSBA invites applicants to an online meeting to discuss career plans and provide information on the recognition procedure.

7. Receive and sign location confirmation: The location confirmation is sent by email, must be personally signed, scanned, and returned to ZSBA as a PDF.

8. Forwarding to the recognition authority: ZSBA informs whether the location confirmation will be automatically forwarded to the recognition authority or whether this must be done independently

Important notes and practical tips

Requirements for proof of credibility vary between federal states. Some recognition authorities accept various types of proof, while others require specific documents: Verification of the official website of the competent recognition authority is strongly recommended to clarify accepted types of proof. Substantiation through proof such as residence or course registration can generally be done more quickly, as these documents are often immediately available or can be issued at short notice.
